Short Description
The Portland City Council passed a resolution to establish the Protect Portland Initiative directly influenced by the Protecting Chicago Initiative created by Chicago Mayor Brandon Johnson in August 2025. The Protect Portland Initiative:
(1) Calls for the designation of a citywide immigrant affairs liaison and for the continued development of a multilingual, centralized Protect Portland public information hub;
(2) Directs the city to use FOIA requests and other legal and administrative mechanisms to uncover and report quarterly on ICE activity;
(3) Instructs the city to continue to convene immigrant rights, legal services, educational institutions, faith leaders, and community partners to create rapid response systems;
(4) Urges their City Administrator to identify and label non-public spaces in all city-owned or leased buildings, to facilitate limiting federal access for immigration enforcement without a judicial warrant;
(5) Requires the creation of policies, ongoing trainings, and resources to inform how city employees and contractors must handle interactions with federal officers.
