About the Playbook
The Immigration Response Playbook is a collaboration between Integrated Refugee and Immigrant Services and the American Immigration Council to document policies, legal frameworks, and other resources by local and state governments in response to federal immigration enforcement.
This resource primarily features policies that were established or updated during the second Trump administration, beginning January 2025. Records include brief policy descriptions, updates on initial efforts, and links to related policy documents, press releases, and media coverage. The playbook is regularly updated. Who are IRIS and AIC?
Integrated Refugee and Immigrant Services (IRIS) welcomes refugees and other immigrants, helps them rebuild their lives, pursue their dreams, and contribute to the vitality of their communities. Founded in 1982, IRIS advances economic mobility, legal stability, language equity, and civic engagement through its New Americans platform.
The American Immigration Council works to create a more welcoming and fair immigration system. Through litigation, research, and programs that expand access to legal assistance, the Council helps ensure immigrants are embraced, communities are enriched, and justice prevails for all.
Filter Descriptions
The playbook is searchable and filterable by the following categories:
- Local or State Response: The level of government that issued the policy.
- State: The location of the state or local government issuing the policy.
- Issue Area: The main subject matter of the policy (data protections, federal accountability, etc.). A record may be associated with multiple issue areas.
- Type of Action: The mechanism by which the policy was established or revised (legislation, executive order, etc.),
- Keywords: Additional terms that identify specific policy topics to which the policy pertains. A record may be associated with multiple keywords.
