Chief Judge Timothy C. Evans of the Circuit Court of Cook County, whose jurisdiction includes Chicago, issued an order barring ICE from making civil arrests of people at courthouses without warrants. It specifically bars ICE from arresting any party, witness, or potential witness while going to court proceedings, including inside courthouses and in adjacent parking lots.
