The Houston City Council, with Mayor John Whitmire’s support, ratified an ordinance to minimize Houston Police Department cooperation with ICE, instructing officers on permissible conduct under Texas law (including not prolonging detention to assist ICE). This ordinance was in response to a March directive from the Houston mayor and police chief that directed local law enforcement to wait 30 minutes for federal agents to arrive in situations where they encounter people with administrative immigration warrants. The city’s ordinance stops this practice and requires quarterly reporting from the Houston Police Department on any encounters with ICE.
