Minneapolis Mayor Jacob Frey signed an executive order that (1) instructs his administration to create a signage template that private property owners and leaseholders can use to designate non-public areas, for the purposes of limiting civil federal immigration enforcement actions in those spaces and (2) prohibits ICE agents from using city-owned parking lots, ramps, garages, and vacant lots. The order includes an implementation provision that requires all relevant civil departments to post signage specifying that the above spaces cannot be used to stage civil immigration enforcement operations;
