Short Description

The Hamden Legislative Council adopted a Welcoming City Ordinance that extends Connecticut’s Trust Act to all town employees and public school staff. Under the ordinance, police officers may not ask residents about their immigration status or make arrests based on civil immigration detainers, and town employees are barred from cooperating with federal immigration agents. Municipal staff who encounter federal immigration authorities are instructed not to answer questions or hinder an operation, but to refer the matter to a supervisor.

Implementation was tested in October 2025 after a federal immigration raid at a Hamden car wash led to eight detentions; advocates pressed the town to add a duty to inform the community of enforcement activity, which the ordinance does not currently require.
