The Philadelphia City Council passed a seven-bill ‘ICE Out’ package with a veto-proof majority, enacting some of the nation’s most stringent local restrictions on federal immigration enforcement. The bills codify the city’s sanctuary policies by barring 287(g) agreements and the honoring of ICE detainers without a judicial warrant; prohibit city agencies, including police, from assisting civil immigration enforcement; restrict the collection and sharing of residents’ immigration-status data; bar ICE from staging raids on city property or accessing non-public city facilities such as libraries, health centers, shelters, and recreation centers without a judicial warrant; ban law enforcement, including ICE, from wearing masks or using unmarked vehicles and require visible badges; and establish citizenship and immigration status as protected classes under the city’s Fair Practices Ordinance.
