The Troy City Council, citing concerns that Flock automated license plate reader data could be shared with ICE and other agencies, directed the city auditor to withhold payments to Flock and tabled the contract renewal. After the mayor declared a public safety emergency to keep the cameras funded and operating, the council filed an Article 78 lawsuit to vacate the emergency order and introduced a local law to regulate and restrict ALPR use.
