The Baltimore City Council passed the Safe Spaces and Communities Act, which requires city agencies to develop plans for handling ICE entry into buildings, states the Baltimore Police Department’s policy of not cooperating with ICE and de-escalating such interactions, requires BPD to record any interactions with ICE on body cameras, and bars ICE from using city buildings, parks, or other property without a warrant signed by a federal judge.
