Short Description

The enacted 2025 Maryland Values Act, HB 1222, requires federal immigration officers to notify designated individuals before enforcement action at ‘sensitive locations,’ bars schools, libraries, and state/local government units at sensitive locations from granting immigration officers access to non-public areas absent a valid judicial warrant or exigent circumstances, requires the Attorney General to issue implementation guidance, and requires agencies to adopt data-protection procedures for residents’ records and geolocation data.

Updates

MD HB 810 (2026) later expanded the list of covered sensitive locations to include certain food-distribution sites. The Maryland Attorney General issued implementation guidance for sensitive-location operators pursuant to the Act.
