The Mountlake Terrace City Council voted unanimously to cancel the city’s two-year, $54,000 contract with Flock Safety before any of the automated license plate reader (ALPR) cameras were installed. The decision followed reports from The Daily Herald and the University of Washington that federal agencies, including U.S. Border Patrol and Homeland Security Investigations, had accessed Flock networks in Snohomish County, sometimes without local police knowledge, and that out-of-state agencies searched local Flock data for immigration-related reasons. Mountlake Terrace appeared to be the first city in Washington to cancel its Flock contract outright. The city remains responsible for roughly $27,000 covering the first year of the cancelled contract.
