Short Description
The City Council of Saint Paul, Minnesota adopted a new ordinance to bolster training, reporting, and accountability relating to federal immigration enforcement. The new ordinance requires:
(1) All general service city employees to receive annual training and information on city policies and regulations on the city’s protocols for encountering civil enforcement activity in a city workspace;
(2) Supervisors of general service city employees to receive additional tailored trainings on civil immigration enforcement activity;
(3) The Saint Paul Police Department to create mandatory training for public safety employees to include guidance and best practices for personnel responding to calls for service involving civil immigration enforcement;
(3) Annual reporting on the above trainings;
(4) Creation of a city internal mechanism for employees to document any interaction involving civil immigration enforcement activity that occurs on city property;
(5) Creation of a city reporting mechanism for the general public to use to report alleged violations of this ordinance;
(6) Weekly reporting from Saint Paul Police Department to the City Council and Mayor’s Office regarding city resources expended in relation to civil immigration enforcement
